Persephone Leader of the Daughters of Democracy

Persephone is the now infamous leader of the Daughters of Democracy. What started out as a protest group that was geared towards protest signs and pelting the rich with eggs, turned into a terrorist group with the bombing of the Goran weapons manufacturing plant in South Oshawa. Persephone was arrested and charged with the deaths of the 632 people that died in the explosion. Through a lack of direct evidence and the effectiveness of her high price lawyer Persephone was found not guilty. She has been underground ever since and remains a target of multiple police investigations. Persephone is said to be hiding in the south of the city and despite several raids on different homes in the south end the police have not been able to locate her. With every raid the tension between the police and the citizens of the south end escalate, and it is only a matter of time before it explodes. When it does there is no doubt that Persephone will be the one leading the way.

Brian "Big Top" Carnegie

Big Top is a large quiet man that has connections with many of the cities most important underworld figures. He has a pawn shop in the south end of the city and is the man that can find just about anything a person needs for a price. Big Top has a home gym set-up in the center of the pawn shop and is often busy working out when customers come in.

Pat Lanovski

Pat is the owner of the Games Keeper which is the largest arcade in the city. Pat comes across as abrupt and even grumpy, but he treats the kids that are regulars better than most. Pat keeps himself out of any illegal activity and does not allow any drug dealing to happen in his arcade. At the same time he keeps a police scanner under the counter so he can help make sure people are not around if the police come looking.

Brad "Bubbles" Baker

Bubbles is the owner of Bubbles Pizza and Subs. He sells a burger for $3.00 but a burger sub with 2 patties for $2.50. Math is not his strong suit, fortunately he is a half decent cook. His food is good and cheap. Bubbles is a friendly guy that will talk your ear off about his chickens. Rumour has it that he is connected to some serious hitters, anybody that messes with Bubbles only does it once. The Pizza joint is seen as neutral ground, which makes it great for different groups to get together and talk business. Bubbles doesn't mind just as long as you are buying food.

The People of Dirty Shwa

Doc Nuru

If you live in the south end and you need patching up, you go see Doc Nuru. The man is a talented healer and could probably be making good money in a fancy hospital but he runs a small clinic in south shwa. Some say Doc has some dark secrets and that is why he works in the shwa, but that does not stop anybody from going to him when they need help. Doc works on a pay what you can afford basis, and puts most of that money back into his clinic. Doc is an animated man that is not above telling you are stupid for having that knife wound, or just cursing you out in Japanese.

Charles Johnson

Charles is a big movie buff and runs the cities most popular video store, The Great Escape. Charles video store is too far north to be part of the Shwa but too far south to be part of respectable Oshawa. Charles keeps a good stock of cop movies in his store as a good many of his customers are police. Some think this is overly risky since Charles also sells marijuana at the video store, but again many of his customers are cops, and The Great Escape is one of the few stores that has video cameras that capture all his sales.

Chief of Police Dan Smedley

Chief Dan Smedley is a stern man that exudes a tough on crime persona. For those in the north end of the city he is a well respected man that does what he can to keep the city safe for decent people. For those in the south he is has a reputation of being brutally violent unless you had enough to pay him off. He made a name for himself by capturing the the serial killer known as the Kingslayer. After that he cleaned up his act some, only taking bribes from those who could afford his much higher prices. Some believe he is playing both sides of the city by ensuring people in the south do not wander too far south, while also ensuring some high level crime bosses do not get caught in any police investigations. Whether it is true or not his wife's consulting business has done exceptionally well since his appointment to chief, bringing several million dollars a year now.

Colonel William J. Wright

The Colonel, as he is known, is a man born out of time. He longs for another great war where he might be able to put his mind against his enemies and of course eventually best them. He is the commanding officer of the local Ontario Regiment, and sees himself as a modern day Rommel. In Oshawa he is a beloved member of the community that recently lost out to Lucinda King in the mayoral race. While he is at home among the elite they feel that he is to honest for his own good. The colonel believes that the police and many other organizations in the city are corrupt and campaigned on a platform of cleaning up the corruption. Persephone's loss in the mayoral race was in large part to a portion of the voters siding with The Colonel. In his day job Colonel Wright is a councilman for the Oshawa central ward, he won his seat with 74% of the vote in the district attesting to his popularity.

Deborah Hill

Deborah is the head of the cities permits department, and has open aspirations of one day being the mayor of Oshawa. For now she has built an empire in the permits department. Deborah is an expert on city ordnances and bylaws but for the right price she also knows every loophole available. It is said that some employ her just for her knowledge of the laws and her ability to shutdown rival developers in the city. If you want to get something done in the city it inevitably needs to go through Deborah. Deborah's husband is a detective with the local police and there have been some unsubstantiated allegations that he uses his position to help his wife's aspirations.

The Influencers of Oshawa

Reginald Byron King Jr.

Reginald Byron King is considered the wealthiest man in Oshawa. He has a massive mansion and estate in the North East ward of the city. He is the head of the King Family which includes other prominent figures in the city such as his daughter Lucinda King the current Mayor, and his son Reginald Byron King III who manages many of the families businesses. Reginald's father leased the land to the Camp X experimental weapons site. When the massive chaos burst created a massive Magim and Zember deposit Reginald Sr. quickly bought up all the land around what he owned. Where Reginald Sr. was an opportunist Reginald Jr. pushed the growth of the mining company far beyond what his father established. Reginald Jr. also constructed a refinery giving the family more control over the entire industry. The King family has expanded into other business areas and employ more than 70,000 people in Oshawa.

Lucinda King

Lucinda is the Mayor of the city of Oshawa. She is not a popular mayor but she has the support of the other oligarch families who fear that support for Persephone, who also ran for Mayor while her trial was ongoing, will upend the status quo in the city. All the families endorsed and advertised for Lucinda within the businesses they owned making the message clear that if you want to keep your job vote for Lucinda. Lucinda still just barely beat out Persephone. Lucinda has awarded some lucrative contracts to the supporting families that are meant to build support in the south of the city and undermine Persephone's influence. Lucinda regularly speaks with her father about city business and values his advice above all others. Lucinda has a reputation of being a persistent negotiator that gets what she wants in the end. She is ruthless and calculating. As mayor she runs the city as though she is its monarch.

Collin McHail

Collin McHail is the current patriarch of the McHail family. He is 55 years old but looks surprisingly young for his age. The McHail family is considered old money, they own various businesses in Oshawa but have major holdings around the world. The patriarchs of the McHail family have a tendency to die before the age of 60, and many outsiders refer to this as the family curse. Collin is unabashedly racist and misogynistic which has generated some bad press over the past year. The McHail family wealth allegedly goes back centuries with nobody really knowing exactly how wealthy the family really is.
